[Q] My son rebooted during OTA update....HELP PLEASE topic

My son tried to apply and OTA update but didn't let it finish and then tried to reboot. Now when ever we try to reboot we just get the hTc logo with "powered by Android" at the bottom. Just sits there for ever. I can get it to the fastboot screen, at the top it says ***TAMPERED*** and ***RELOCKED***. We purchased the phone off of Ebay, it is an AT&T phone but unlocked. One thing I should mention, we had the purple haze in the camera and sent it to HTC to be fixed. Still worked with TMOBILE when it came back, but just thought I would mention it.
